Mission Statement

Welcome to the Early Start Family Resource Network (ESFRN) web-site. The purpose of the ESFRN is:

To provide supportive services which include education, resources, and training to families with children who are at risk for or are experiencing delays or disabilities.

To enhance parent awareness by linking families with appropriate services in their communities.

To promote parent and professional collaboration by acknowledging the family's central role in all aspects of the decision-making process and utilizing their strengths.

To provide a coordinated network of parent to parent support throughout Riverside and San Bernardino Counties in California.

The FRCN of California is a coalition of California's 47 Family Resource Centers and Networks which are funded through the Federal Individual with Disabilities Education Act (IDEA)-Infants and Toddlers Part C.

The Inland Regional Center (IRC) is one of 21 Regional Centers throughout the State of California that is mandated through the Lanterman Act to serve individuals with developmental disabilities.

The IRC Family Resource Library is a helpful source for a variety of information on developmental disabilities from birth through the lifespan. At no cost, the library provides valuable information, knowledge and support to family and friends of individuals with developmental disabilities; professionals; educators and students; and members of the community.

Prevention Resource & Referral Services
All infants and toddlers suspected of having a developmental concern including those "at risk" will receive intake and evaluation from their local regional center to determine eligibility for Early Start services. If the child is not eligible for Early Start, the regional center will determine if a referral to Prevention Resource & Referral Services (PRRS) is appropriate based on the child's risk factors. Regional centers will facilitate each family's access to local Family Resource Center's PRRS with parent consent. PRRS is a no-cost service to families who will receive the following services through Family Resource Centers (FRCs):
